The 4th edition of the World Electrolysis Congress, held from 10–13 February 2025 in Cologne, showcased the industry's dedication to advancing renewable hydrogen and achieving financial investment decisions (FID). Legislation and innovation have been pivotal in opening the market for growth in the coming years. However, there is a consensus that more work is needed to align market forecasts with the reality of project development.
Among the standout sessions over the four days was "Project Developer Insight: Highlighting the Challenges of Bringing Projects into Operation." This session offered enlightening perspectives from representatives of EPRI, HH2E, Air Liquide, Universal Kraft/UH2, NEOM Green Hydrogen Corporation, and RES Group. They delved into future-proofing electrolytic hydrogen projects and what’s needed for these projects to achieve FID, a common goal among congress attendees.
Another highlight was an insightful virtual session with Rosalinde van der Vlies, Clean Planet Director from the European Commission, titled "How Will the New EU Commission Impact Existing Policies?" This session provided valuable insights into the crucial role of hydrogen in the European Commission’s decarbonization objectives. It also updated attendees on key areas of interest for hydrogen use in EU legislation and strategies for setting hydrogen targets and objectives under the new European Commission.

Policy Support
The European Commission remains committed to delivering clean hydrogen as part of its overall clean energy strategy to achieve climate goals.
Industry Consolidation
The market has seen a number of projects delayed or cancelled over recent months; however, the projects that remain have the strongest business plans and are more likely to succeed long-term.
Pricing and Projects
With more projects becoming active or entering advanced planning stages, there is a broader understanding of overall project costs. More renewable hydrogen capacity is moving towards advanced phases than has been publicly cancelled or placed on hold.
Supply Outweighing Demand
Announced manufacturing capacity far exceeds projected installations for electrolytic hydrogen projects. Additionally, China continues to deliver highly competitive electrolyser installation costs.
Alkaline In the Lead
Alkaline electrolysis is leading in terms of operational and under-construction facilities. The technology is being utilised in 70% of operational projects and 88% of projects under construction.
While debates on project and climate goal timelines continue, the industry's skills and determination remain strong. Electrolytic hydrogen will continue to play a key role in decarbonization and will be a strategic piece in the global net-zero puzzle.
